ANSI is offering a free copy of the Draft International Standard (DIS) version of ISO 9001:2015 to those willing to submit comments on the standard. Just send a request to standards@asq.org, and they will not only send you the proper commenting form with instructions, but also a free copy of the ISO DIS 9001:2015 standard itself.

I won’t upload a copy of the free DIS, since ISO is so sensitive about those things, even if the free copy that ANSI is sending to everyone on the planet is clearly watermarked with a “single user license” note on the bottom. Whatever.
Deadline for comments is July 15, 2014, so get cracking if you want to give  TC 176 enough time to ignore “process” your comments accordingly.
