{"id":4860,"date":"2015-02-18T09:43:06","date_gmt":"2015-02-18T14:43:06","guid":{"rendered":"http:\/\/www.oxebridge.com\/emma\/?p=4860"},"modified":"2015-11-18T09:37:26","modified_gmt":"2015-11-18T14:37:26","slug":"registrars-rank-highest-in-google-searches-for-qms-consulting","status":"publish","type":"post","link":"https:\/\/www.oxebridge.com\/emma\/registrars-rank-highest-in-google-searches-for-qms-consulting\/","title":{"rendered":"Registrars Rank Highest in Google Searches for QMS Consulting"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright  wp-image-4862\" src=\"http:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/ethics.jpg\" alt=\"ethics\" width=\"313\" height=\"173\" srcset=\"https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/ethics.jpg 503w, https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/ethics-150x83.jpg 150w, https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/ethics-200x111.jpg 200w\" sizes=\"(max-width: 313px) 100vw, 313px\" \/>Accredited Certification Bodies (CBs) rank highest in Google searches related to QMS consultation and implementation, despite rules prohibiting registrars from offering such services.<\/p>\n<p>By searching using terms such as &#8220;<a href=\"https:\/\/www.google.com\/search?q=ISO+9001+implementation&amp;oq=ISO+9001+implementation\" target=\"_blank\">ISO 9001 implementation<\/a>&#8221; or &#8220;<a href=\"https:\/\/www.google.com\/search?q=iso+9001+help&amp;oq=iso+9001+help\" target=\"_blank\">ISO 9001 help<\/a>&#8220;, first page Google results include\u00a0hits primarily from BSI, which is now the subject of a high-level <a href=\"http:\/\/www.oxebridge.com\/emma\/oxebridge-submits-complaint-to-iaf-alleging-ukas-violations\/\">complaint<\/a> filed with the International Accreditation Forum. BSI has been investigated multiple times for breaking the firewall between consulting and certification, and each time their associated Accreditation Body &#8212; ANAB in the US and UKAS in the United Kingdom &#8212; found no violations. \u00a0In the past decade, BSI&#8217;s &#8220;implementation&#8221; work &#8212; which, Oxebridge argues, clearly breaches the line into consulting and documentation preparation &#8212; has increased, not decreased, despite the complaints.<\/p>\n<p>Other accredited CBs whose pages show up in such searches include LRQA, NSAI, ACS Registrars, SAI Global and NQA-USA.<\/p>\n<p>Some of the results are not directly linked to a registrar, but instead have hidden connections. One result resolves to an official ISO\u00a0document on implementation of ISO 9001:2008 published by ISO TC\/SC2, which is <a href=\"http:\/\/www.iso.org\/iso\/iso_technical_committee?commid=53896\" target=\"_blank\">chaired by<\/a> Charles Corrie of BSI. One of the only &#8220;independent&#8221; consulting firms that appears in the search results, Overman &amp; Associates, includes a link to BSI on its page.<\/p>\n<p>For ISO 9001, the word &#8220;consulting&#8221; does not appear to be used by the CBs, but for related management system standards, this is not the case. BSI appears in the first page results of a search of &#8220;<a href=\"https:\/\/www.google.com\/search?q=ISO+13485+consulting&amp;oq=ISO+13485+consulting\" target=\"_blank\">ISO 13485 consulting<\/a>&#8220;, and represents the top two hits on Google for &#8220;<a href=\"https:\/\/www.google.com\/search?q=ISO+13485+consulting&amp;oq=ISO+13485+consulting\" target=\"_blank\">ISO TS 16949 consulting<\/a>.&#8221;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter  wp-image-4865\" src=\"http:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/googlebsi1.jpg\" alt=\"googlebsi1\" width=\"494\" height=\"312\" srcset=\"https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/googlebsi1.jpg 670w, https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/googlebsi1-150x94.jpg 150w\" sizes=\"(max-width: 494px) 100vw, 494px\" \/><\/p>\n<p>BSI also wins the first two results in a search for &#8220;<a href=\"https:\/\/www.google.com\/search?q=AS9100+implementation\" target=\"_blank\">AS9100 implementation<\/a>,&#8221; with registrar SAI Global in the 9th position. BSI has the first two entries for &#8220;<a href=\"https:\/\/www.google.com\/search?q=ISO+14000+implementation\">ISO 14000 Implementation<\/a>&#8221; as well.<\/p>\n<p>For ISO 22000, the food safety standard, the results are different. A search for &#8220;<a href=\"https:\/\/www.google.com\/search?q=ISO+22000+consulting\" target=\"_blank\">ISO 22000 consulting<\/a>&#8221; results in first-page hits from Intertek, NQA-USA and Bureau Veritas, and no results at all from BSI.<\/p>\n<p><strong>Multiple Revenue Streams<\/strong><\/p>\n<p>Accreditation rules prohibit CBs from offering consulting, in the form of providing &#8220;specific solutions&#8221; or preparation of documentation. \u00a0ISO 17021 specifically defines management system consultancy as <em>&#8220;participation in designing, implementing or maintaining a management system.&#8221; <\/em>Nevertheless,\u00a0CBs have pursued consulting work because while certification offers long-term revenue derived from ongoing certification fees, consulting provides a &#8220;quick hit&#8221;, high value initial payment, often three times the fee for first year certification services. By offering both, CBs can dramatically increase their profits.<\/p>\n<p>Accreditation Bodies such as ANAB and UKAS derive their funding from fees paid by their CBs, thus creating a conflict of interest whereby it is against their\u00a0interests to enforce the rules; de-accrediting a CB would result in an immediate drop in AB revenue. By some calculations, a single CB client may represent up to 10% of a given AB&#8217;s annual revenue.<\/p>\n<p>In order to get around rules prohibiting consulting, CBs avoid words that are specifically prohibited.\u00a0\u00a0In the case of BSI, they provide documents branded as &#8220;training modules&#8221; to avoid the term &#8220;documented procedures.&#8221; UKAS has assessed and approved this approach, even though the resulting documents meet the definition of a &#8220;documented procedure.&#8221;<\/p>\n<div id=\"attachment_4863\" style=\"width: 418px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-4863\" class=\"size-full wp-image-4863\" src=\"http:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/bsitm.jpg\" alt=\"BSI procedure for control of nonconforming product is branded as a &quot;Training Module,&quot; not as a documented procedure. UKAS has ruled that such &#8220;templates&#8221; are acceptable, even though they are identical to offerings by consultants.<\/p><\/div>\n<p>The site for registrar <a href=\"http:\/\/www.saiglobal.com\/improvement\/solutions\/optimize\/ts-16949\/?regid=1\" target=\"_blank\">SAI Global&#8217;s consulting services<\/a> openly declares that it will create &#8220;develop, approve and implement&#8221;\u00a0\u00a0management system documentation. Nothing on the page indicates that SAI Global cannot certify the results of its consulting offering.<\/p>\n<p><strong>Consultants as &#8220;Business Partners&#8221;<\/strong><\/p>\n<p>Accreditation bodies including ANAB, InMetro, SCC and UKAS have adopted\u00a0a &#8220;blind eye&#8221; approach when dealing with accredited CBs that partner with specific consultants in exchange for referrals. Such programs include those of registrars such as NQA-USA, EAGLE and BSI. Typically, a consultant can receive a favorable listing from the registrar in exchange for delivering clients to the CB.<\/p>\n<p>The practice is also prohibited under ISO 17021, but is not enforced.<\/p>\n<p><strong>Showdown Looming<\/strong><\/p>\n<p>The\u00a0issue is likely to be raised\u00a0in court, where the distinctions between definitions\u00a0will be tested. The practices may well be illegal under UK law, while US law\u00a0appears to be silent on the subject. But\u00a0failures by ANAB to enforce ISO 17021 are being explored as a potential violation of Federal Trade Commission antitrust rules, and separately as attempts to defraud the\u00a0Federal government, since\u00a0ANAB-accredited certification is frequently included in government contracts. Oxebridge is beginning to push the Government Accountability\u00a0Office (GAO) to have ISO 9001 removed from all US\u00a0contracts until the problems are corrected, on the basis that\u00a0requiring ANAB accreditation\u00a0may represent a violation of Federal Acquisition Rules. Similar conversations are being held with the US General Services Administration (GSA) and NASA. Oxebridge is petitioning the US Congressional <a href=\"http:\/\/science.house.gov\/\" target=\"_blank\">Committee on Science Space and Technology<\/a> to testify on the failings and to push for improved oversight by ANSI.<\/p>\n<p>Other industries have long since banned the practice of allowing auditors to simultaneously provide consulting.
