{"id":4827,"date":"2015-08-12T14:21:44","date_gmt":"2015-08-12T18:21:44","guid":{"rendered":"http:\/\/www.oxebridge.com\/emma\/?p=4827"},"modified":"2018-01-26T08:58:22","modified_gmt":"2018-01-26T13:58:22","slug":"former-felon-plotted-to-destroy-oxebridge","status":"publish","type":"post","link":"https:\/\/www.oxebridge.com\/emma\/former-felon-plotted-to-destroy-oxebridge\/","title":{"rendered":"Former Felon Plotted to &#8220;Destroy&#8221; Oxebridge"},"content":{"rendered":"<p><em><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-4806 \" style=\"margin-top: 10px; margin-bottom: 10px; margin-left: 10px;\" src=\"http:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyf.jpg\" alt=\"buceyf\" width=\"180\" height=\"183\" srcset=\"https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyf.jpg 396w, https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyf-147x150.jpg 147w, https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyf-45x45.jpg 45w\" sizes=\"(max-width: 180px) 100vw, 180px\" \/><\/em>In 2012, a former convicted felon discussed how to &#8220;destroy&#8221; Oxebridge through the use of &#8220;bad publicity&#8221; and then engaged in years of defamation against Oxebridge in an apparent attempt to realize the threat.<\/p>\n<p>Wesley J.\u00a0Bucey, formerly a moderator at the Elsmar Cove quality forum website, was convicted in 1988\u00a0on federal money laundering charges, after he was <a href=\"http:\/\/articles.chicagotribune.com\/1986-09-05\/news\/8603060347_1_laundering-cash-transaction-reports-drug-money\" target=\"_blank\" rel=\"noopener\">arrested <\/a>for running a financial scam through his home-based <a href=\"http:\/\/nonprofitlocator.org\/organizations\/il\/glen-ellyn\/363107072-huguenot-national-church\">Huguenot church<\/a>, where he alleged to be a &#8220;minister.&#8221; The court found he used his church to\u00a0launder drug trafficking proceeds; additional counts were laid against Bucey after he attempted to tamper with the resulting Grand Jury. According to <a href=\"http:\/\/openjurist.org\/876\/f2d\/1297\/united-states-v-bucey\" target=\"_blank\" rel=\"noopener\">official documents for <em>United States v. Bucey<\/em><\/a>:<\/p>\n<blockquote><p>Bucey and <em>[co-conspirator Boston]<\/em> Witt orchestrated a scheme with dual objectives: money laundering and tax evasion. The\u00a0money laundering aspect of the operation was designed to provide a method for converting cash from\u00a0unlawful activities, such as narcotics trafficking, into ostensibly legitimate business income. To carry\u00a0out this scheme, Bucey set up a tax-exempt organization called the &#8220;Huguenot National Church,&#8221; which\u00a0was the conduit through which money was laundered. Bucey and Witt charged a commission for these\u00a0services rendered through the &#8220;church.&#8221;<\/p><\/blockquote>\n<p>Additional <a href=\"http:\/\/www.leagle.com\/decision\/19881768691FSupp1077_11629.xml\/U.S.%20v.%20BUCEY\" target=\"_blank\" rel=\"noopener\">documents<\/a>\u00a0provide a more details accounting of events:<\/p>\n<blockquote><p>On or about October 30, 1985, Witt met two individuals in New Mexico whom he believed to be involved in the distribution of narcotics and dangerous drugs. These individuals were in fact two New Mexico State police officers acting as undercover government agents. On November 4, 1985, in Las Vegas, Witt offered to help the individuals launder their cash by portraying it as income received for services rendered to a church in the Chicago area. Witt and his partner Bucey advised the individuals that their money would be portrayed as contributions\u00a0that the Church received on behalf of earthquake disaster victims and deposited in Freedom Federal. The defendant, who would receive a fee for his efforts, would then funnel the money back to the individuals as a fee for services never rendered and provide false documentation for the transactions.<\/p>\n<p>On or about January 23, 1986, the defendant and Witt also arranged to use the Church as a front to help a third government agent, James Dembitz, avoid having his money traced by the government. The transactions with this third agent were also arranged so that it would appear that the agent was receiving cash from the Church for services that were purportedly, but never actually, rendered.<\/p>\n<p>On or about April 24, 1986, Bucey met a fourth undercover government agent, Richard Ahern, who was posing as a businessman seeking to find a way to have his business avoid taxes. Bucey advised Ahern that he could create sham donations of property to reduce Ahern&#8217;s taxes and that the donations would be based on backdated valuations.<\/p><\/blockquote>\n<p>Bucey was convicted on multiple counts, and was subsequently <a href=\"http:\/\/articles.chicagotribune.com\/1988-04-30\/news\/8803130160_1_drug-trafficking-launder-proceeds-from-drug-deals\" target=\"_blank\" rel=\"noopener\">sentenced<\/a>\u00a0to seven years in prison; records show he was released in March of 1990. At some point thereafter, Bucey began to make a name for himself in the quality assurance profession, posting on multiple websites as &#8220;<a href=\"http:\/\/asq.org\/discussionBoards\/profile.jspa?userID=209027\">Wes Bucey, Quality Manager<\/a>,&#8221; but\u00a0without mentioning any specific company where he held the position. In fact, Bucey does not name any specific company he has ever worked for, other than his sole proprietorship,\u00a0Bucey Appraisal Company. Instead he has made numerous unverified claims of employment or experience in at least eight\u00a0disparate\u00a0industries.<\/p>\n<div id=\"attachment_4805\" style=\"width: 280px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-4805\" class=\" wp-image-4805\" src=\"http:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceye.jpg\" alt=\"Wes Bucey\" width=\"270\" height=\"202\" srcset=\"https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceye.jpg 384w, https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceye-150x112.jpg 150w\" sizes=\"(max-width: 270px) 100vw, 270px\" \/><p id=\"caption-attachment-4805\" class=\"wp-caption-text\">Wes Bucey<\/p><\/div>\n<p>For a presentation he gave to the ASQ Northeast Illinois section in 2007, he claimed to work for an unnamed &#8220;aerospace firm with facilities in the USA and France.&#8221; According to an ASQ\u00a0Newsletter for the event, Bucey was said to have worked as a <em>&#8220;Chief Operating Officer for a high tech contract machining company serving the aerospace and medical device industry.&#8221;<\/em>\u00a0Again, the employer was not named, and his current profile on one website claims his expertise comes from &#8220;small business&#8221; and makes no mention of any aerospace employer.<\/p>\n<p>Bucey&#8217;s LinkedIn profile currently lists a single job\u00a0since 1973, for his appraisal company. Business records show Bucey Appraisal &#8212; which was involuntarily dissolved in 2007 &#8212; was listed as a real estate appraisal firm, yet Bucey claims on LinkedIn that his experience includes being &#8220;a partner in a boutique investment bank.&#8221;<\/p>\n<p>Elsewhere on LinkedIn he also claims expertise in nursing homes, manufacturing operations and FDA regulated organizations. In one post on another site, Bucey claimed to have been a seasoned quality consultant:<\/p>\n<blockquote><p>&#8220;Heck, at my peak, I never had more than 30 consulting clients in a year.&#8221;<\/p><\/blockquote>\n<p>In\u00a02004, Bucey \u00a0claimed to be working a <em>&#8220;Strategy Advisor not strictly limited to Quality function, but to the organization as an organic whole.&#8221;<\/em> He was specifically looking for case studies for a planned book, which as of 2014 he was <a href=\"https:\/\/www.linkedin.com\/groups\/Lean-Thoughts-changes-be-any-67862.S.5823349552186417152\" target=\"_blank\" rel=\"noopener\">still promoting\u00a0<\/a>as being underway. To date, it has never been published.<\/p>\n<p>His self-written promotional materials include additional credentials and accolades, including being a trainer on public speaking &#8220;to politicians&#8221; and others:<\/p>\n<blockquote><p>His audiences range from 10 to 1,000. He appears on radio and television as well as boardrooms, auditoriums, school gyms, and tents in the park. Wes gives private lessons on public speaking to politicians, executives, fund raisers, and others who want to become more effective when speaking to large or small audiences.<\/p><\/blockquote>\n<p>On another occasion,\u00a0Bucey claimed to be a professional musician, whose <em>&#8220;first paid gig was substitute trombone player for West Side Story at the Erlanger Theater in Chicago.&#8221;\u00a0<\/em>He has also claimed to be an amateur magician.<\/p>\n<p>Bucey has operated his own website at <a href=\"http:\/\/www.wesbucey.com\">www.wesbucey.com<\/a> since 2007, where he advertises &#8220;adviser&#8221; services, but the webpage was never completed and still contains the template text which prompts the user to enter website content. The site even contains a default template contact address in Kansas, meaning site visitors could not contact Bucey even if they wanted to.<\/p>\n<p><a href=\"https:\/\/www.facebook.com\/wes.bucey\" target=\"_blank\" rel=\"noopener\">Bucey&#8217;s public\u00a0Facebook page<\/a> is a trove of self-promotion and self-congratulation, spewed without a shred of irony. In one post he\u00a0simultaneously hinted\u00a0at a career in theater, while bragging about ways to con people by faking sincerity:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-4811\" src=\"http:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyd.jpg\" alt=\"buceyd\" width=\"486\" height=\"158\" srcset=\"https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyd.jpg 486w, https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyd-150x48.jpg 150w\" sizes=\"(max-width: 486px) 100vw, 486px\" \/><\/p>\n<p>In multiple posts, he boasts\u00a0about his vocabulary:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-4812\" src=\"http:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyb.jpg\" alt=\"buceyb\" width=\"403\" height=\"280\" srcset=\"https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyb.jpg 506w, https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyb-150x104.jpg 150w\" sizes=\"(max-width: 403px) 100vw, 403px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-4814\" src=\"http:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceya.jpg\" alt=\"buceya\" width=\"456\" height=\"226\" srcset=\"https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceya.jpg 500w, https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceya-150x74.jpg 150w\" sizes=\"(max-width: 456px) 100vw, 456px\" \/><\/p>\n<p>And another he praised the SAT&#8217;s for confirming his intelligence:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-4813\" src=\"http:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyc.jpg\" alt=\"buceyc\" width=\"498\" height=\"72\" srcset=\"https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyc.jpg 498w, https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyc-150x21.jpg 150w\" sizes=\"(max-width: 498px) 100vw, 498px\" \/><\/p>\n<p>As well as his math skills:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-4816\" src=\"http:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyg.jpg\" alt=\"buceyg\" width=\"371\" height=\"298\" srcset=\"https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyg.jpg 470w, https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyg-150x120.jpg 150w\" sizes=\"(max-width: 371px) 100vw, 371px\" \/><\/p>\n<p>Beyond his self-promotion, what is factually known about Bucey, other than his conviction, is that he was an active Freemason and Toastmasters speaker. He currently markets himself as seeking keynote speaker appointments, but does not specify the target subject matter. There is no evidence he has ever given a keynote to any organization.<\/p>\n<p>Online at the Elsmar site, Bucey has never admitted to his prison time, but hinted at intimate knowledge of prison life\u00a0in 2006, which\u00a0he alleged to have obtained via volunteer work with prisoners:<\/p>\n<blockquote><p>I have talked to folks in prison and released from prison, both &#8220;hard time&#8221; and &#8220;prison camp&#8221; facilities as part of volunteer education activities for offenders ranging from drug dealers to white collar criminals and con artists.<\/p><\/blockquote>\n<p>On the same site,\u00a0Bucey admitted to being a Huguenot, but makes no mention of his church nor its history\u00a0in the criminal enterprise.<\/p>\n<p>Regardless of his\u00a0dubious background in the quality assurance profession,\u00a0Bucey has positioned himself as an expert through frequent posts on various sites, including the ASQ Forums and LinkedIn.<\/p>\n<p>In\u00a02007\u00a0Bucey tackled Oxebridge founder Christopher Paris on the ASQ forum boards, in a series of posts that falsely claimed\u00a0Paris was &#8220;deliberately misleading&#8221; ASQ members by not declaring that Oxebridge relied on revenue from ISO 9001 certification activities.\u00a0The posts were later removed by ASQ management, as potentially defamatory. (Oxebridge receives no funding through certification, since it is not a certification body.)<\/p>\n<p>In 2010, Bucey called the Oxebridge business model a &#8220;game&#8221;:<\/p>\n<blockquote><p><em>&#8220;Along the way, <\/em>[Paris]\u00a0<em>has managed to convince enough companies to pay him money to keep the game going.&#8221;<\/em><\/p><\/blockquote>\n<p>In 2014, Bucey posted that he wanted to contact an Oxebridge client by phone:<\/p>\n<blockquote><p>I&#8217;d dearly love a<em> tete a tete<\/em> with someone at <em>[client name redacted]\u00a0<\/em>for a frank assessment of the value\u00a0received. :evidence:???<\/p><\/blockquote>\n<p>Court records introduced as part of the <em>Oxebridge v. Elsmar<\/em> lawsuit revealed\u00a0a series of previously private emails exchanged between Bucey\u00a0and other posters, including one dated 2012. In it,\u00a0Bucey discusses how to &#8220;destroy&#8221; Oxebridge by generating bad publicity:<\/p>\n<blockquote><p>Chris Paris may seem like a potential threat, but he is very vulnerable, with a business that can be destroyed in a heartbeat by bad publicity.<\/p><\/blockquote>\n<p><a href=\"http:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyemail.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-4804\" src=\"http:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyemail.jpg\" alt=\"buceyemail\" width=\"499\" height=\"400\" srcset=\"https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyemail.jpg 499w, https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceyemail-150x120.jpg 150w\" sizes=\"(max-width: 499px) 100vw, 499px\" \/><\/a><\/p>\n<div id=\"attachment_4815\" style=\"width: 373px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-4815\" class=\"wp-image-4815 size-full\" style=\"margin-top: 15px; margin-bottom: 15px; margin-left: 15px;\" src=\"http:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceymason-e1423939222564.jpg\" alt=\"buceymason\" width=\"363\" height=\"265\" srcset=\"https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceymason-e1423939222564.jpg 363w, https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2015\/02\/buceymason-e1423939222564-150x109.jpg 150w\" sizes=\"(max-width: 363px) 100vw, 363px\" \/><p id=\"caption-attachment-4815\" class=\"wp-caption-text\">Bucey as Freemason<\/p><\/div>\n<p>This email reveals not only that Bucey was discussing\u00a0plans to &#8220;destroy&#8221; Oxebridge through &#8220;bad publicity,&#8221;\u00a0but also provided a number of false statements. At the time, Paris had not left ASQ after &#8220;burning bridges&#8221;, and in 2012 still had good relations with the group, giving speeches at many ASQ Sections. Oxebridge was never\u00a0sold, but restructured to a Limited Liability Corp (LLC) when the name of the company was changed to re-brand it as an international provider. Oxebridge was never the subject of any lawsuits in 2012, and never had a reason to present &#8220;empty pockets&#8221; to any potential litigant. Paris was never &#8220;brutally rebuffed&#8221; by the British &#8220;friend&#8221; Bucey mentions, something confirmed this week directly with the person named, who wrote:<\/p>\n<blockquote><p>&#8220;Brutally rebuffed&#8221;? Huh?\u00a0I recall that we were always &#8211; at least broadly &#8211; on the same wavelength.<\/p><\/blockquote>\n<p>Seven months after Bucey wrote the\u00a0email, a series of posts on <a href=\"http:\/\/drjaniceduffy.com\/home\/legitimate-consumer-websites\/ripoff-report\/#.VN-bEDgZF8k\">Ripoff Report<\/a> emerged which provided links to the posts by Bucey and others. Ripoff Report is a &#8220;revenge porn&#8221; style site wherein anonymous posters can publish derogatory comments about persons or companies, after which the owners of Ripoff Report attempt to extract money from the victims in order to have the materials reduced in Google&#8217;s search ranking.<\/p>\n<p>Bucey has never had any direct interaction with Oxebridge or its clients, and the defamation campaign appears to have been an attempt to ingratiate himself in a\u00a0quality community he wrongly read as being aligned against Oxebridge. His posts have been\u00a0joined in by representatives from the\u00a0certification bodies BSI, NQA-USA, UL and DNV, all of whom supported the defamatory content, and some of whom engaged in it.
