{"id":26531,"date":"2022-05-31T16:37:03","date_gmt":"2022-05-31T20:37:03","guid":{"rendered":"https:\/\/www.oxebridge.com\/emma\/?p=26531"},"modified":"2022-05-31T16:38:55","modified_gmt":"2022-05-31T20:38:55","slug":"post-grenfell-incompetent-electrical-inspection-firm-accredited-by-ukas","status":"publish","type":"post","link":"https:\/\/www.oxebridge.com\/emma\/post-grenfell-incompetent-electrical-inspection-firm-accredited-by-ukas\/","title":{"rendered":"Post-Grenfell, &#8220;Incompetent&#8221; Electrical Inspection Firm Accredited by UKAS"},"content":{"rendered":"<p>An inspection firm used to verify home electrical wiring installations in the wake of the deadly Grenfell Tower fire disaster was labeled &#8220;incompetent&#8221; by a recent report, even as it holds UKAS accreditation.<\/p>\n<p><a href=\"https:\/\/certsure.com\/about-us\/\">Certsure LLP<\/a> operates the <a href=\"https:\/\/www.niceic.com\/\">NICEIC<\/a> certification scheme, providing electrical inspections of homes and apartments against the BS 7671 standard. According to the company website:<\/p>\n<blockquote><p>Contractors registered by NICEIC are assessed on a regular basis to ensure that they are competent and capable of meeting the relevant technical and safety standards, codes of practice and rules of the Schemes they are registered to.<\/p>\n<p>Put simply, our Platinum Promise is a guarantee. If an NICEIC &amp; ELECSA registered contractor carries out work that falls within their scope of certification but turns out to be non-compliant \u2013 and they then stop trading \u2013 then we will step in.<\/p><\/blockquote>\n<p>But an <a href=\"https:\/\/eandt.theiet.org\/content\/articles\/2022\/05\/exposed-the-national-wiring-scandal-putting-lives-at-risk\/?utm_source=Adestra&amp;utm_campaign=New%20EandT%20News%20-%20Automation%20FINAL%20-%20NON%20MEMBER&amp;utm_medium=Newsletters%20-%20E%26T%20News&amp;utm_content=E%26T%20News%20-%20Non-Members&amp;utm_term=3717961\">independent report<\/a> published by Engineering &amp; Technology disputes this claim, saying, &#8220;<span data-contrast=\"auto\"><em>in practice, E&amp;T\u00a0has learned this does not always happen<\/em>.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">&#8220;<\/span><\/p>\n<blockquote><p><span data-contrast=\"auto\">One qualified supervisor, Fabian, who only wants his first name to be used, says that sometimes qualified supervisors countersign 50 EICRs a day. \u201cA qualified supervisor will look at the results and the remarks on the report and if he doesn\u2019t see anything that sticks out like a sore thumb, he will pass it. One qualified supervisor might control 10-15 electricians,\u201d he adds.<\/span><\/p>\n<p><span data-contrast=\"auto\">Another electrician, who did not want to be named, tells\u00a0<em>E&amp;T<\/em>\u00a0that \u201cthe only absolute duty of a qualified supervisor is to review the documents and sign them. This person usually sits in a remote office somewhere. The EAS says they should check on the inspections, but it does not happen. The qualified supervisor doesn\u2019t get time to go out and look at them. Often, the EICRs are digitally signed, and the qualified supervisor doesn\u2019t even see it. The EAS gives them an air of authority and a veneer of respectability.\u201d<\/span><\/p>\n<p><span data-contrast=\"auto\">He says there are \u201cloads of really dodgy, dishonest, corrupt companies that send anyone out to do inspections. A lot of these companies are management only; they don\u2019t actually employ any technical staff that go to the sites. They are all off-the-book subcontractors.\u201d<\/span><\/p>\n<p><span data-contrast=\"auto\">He says while some firms might have NICEIC or NAPIT on their sleeves or the side of the van, they are often \u201ctotally incompetent\u201d.<\/span><\/p><\/blockquote>\n<p>Meanwhile, CertSure is fully accredited to ISO 17065 by UKAS, the official accreditation body of the UK government. That accreditation claims, the NICEIC is an &#8220;<em>approved contractor scheme<\/em>,&#8221; and that CertSure is accredited for &#8220;<em>electrical work within the scope of BS 7671 \u201cRequirements for Electrical Installations\u201d, other than in hazardous areas<\/em>.&#8221;<\/p>\n<p>E&amp;T says its source reported that &#8220;<em>t<\/em><span data-contrast=\"auto\"><em>he only thing they mean for certain is that they have paid the money. These companies are scamming it<\/em>.&#8221;<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<blockquote><p><span data-contrast=\"auto\">\u201cThe real victims,\u201d he adds, \u201care tenants and people buying houses. The landlords are complicit; they don\u2019t want a proper job. They just want the certificate to say they\u2019ve had it done.\u201d\u00a0<\/span><\/p><\/blockquote>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-26533\" style=\"border: 1px solid #000000;\" src=\"https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2022\/05\/certsureukas.jpg\" alt=\"\" width=\"300\" height=\"443\" srcset=\"https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2022\/05\/certsureukas.jpg 568w, https:\/\/www.oxebridge.com\/emma\/wp-content\/uploads\/2022\/05\/certsureukas-102x150.jpg 102w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>The electrical inspection scheme was implemented after the deadly <a href=\"https:\/\/en.wikipedia.org\/wiki\/Grenfell_Tower_fire\">Grenfell Tower residential fire<\/a>, which killed 72 people. Multiple UKAS accredited and ISO certified companies were ultimately found responsible for the defective cladding and other surrounding issues which led to the fire, and yet at no point were the certification or accreditation bodies held accountable.<\/p>\n<p>Armed with UKAS accreditation as a sign of competence, companies engaged in shoddy work or deceptive practices gain access to lucrative construction and other contracts. If UKAS were to follow its obligations under international accreditation rules, the companies would either never be accredited in the first place, or have their accreditations stripped.<\/p>\n<p>In the case of Grenfell, none of the affected companies ever lost their accreditations, and still hold them to this day.<\/p>\n<p>UKAS is a quasi-private body that has refused to alter its procedures or address controversies, even after it was found to have accredited bodies that support human trafficking, forced labor, genocide, and human rights abuses. UKAS CEO Matt Gantley is rewarded with an executive salary that is partly dependent on the quantity of accreditations UKAS issues, and not the quality of the resulting work.
